The PREPSHIELD project is proud to announce a new scientific publication in BMC Health Services Research, titled: Challenges in healthcare facilities’ response to past outbreaks: a systematic review of reviews.

This study, led by researchers from Università del Piemonte Orientale and PREPSHIELD partners, provides a comprehensive overview of the challenges faced by healthcare systems during past infectious disease outbreaks.

A comprehensive review of past crises

The publication presents a systematic review of reviews, analysing evidence from outbreaks such as COVID-19, H1N1, influenza, measles, and Mpox across European healthcare settings.

By examining multiple studies, the research identifies recurring gaps and challenges at different levels of healthcare systems, including hospitals, primary care, and emergency services.

Key findings

The study highlights several critical challenges faced by healthcare facilities during crises:

  • Staff-related pressures, including increased workload, mental health strain, and workforce redeployment
  • Resource shortages, particularly in essential equipment and supplies
  • Infrastructure constraints, such as limited ICU and emergency department capacity
  • System-level challenges, including coordination gaps and difficulties integrating new technologies

Importantly, the findings show that while digital tools and innovations offer opportunities, they can also create challenges if not supported by adequate training and integration.

    Towards stronger preparedness

The publication emphasises the importance of:

    • Strengthening training and support mechanisms for healthcare professionals
    • Enhancing collaboration across institutions and sectors
    • Moving towards a whole-of-society approach to crisis preparedness

These insights directly contribute to PREPSHIELD’s mission to improve inclusive, evidence-based preparedness strategies for future health crises.

      Supporting PREPSHIELD’s objectives

This research represents a key milestone for the project, providing an evidence base to inform the development of tools, methodologies, and recommendations aimed at strengthening crisis preparedness across Europe.
