On 22 September 2025, the PREPSHIELD research team from the University of Groningen, Francesca Giardini and Echo Teng Li, held a co-creation workshop with Safety Region Experts from the Veiligheidsregio Groningen (VRG). The session focused on agent-based modeling (ABM) and its potential to strengthen crisis preparedness and response strategies.

From concept to collaboration

The workshop agenda included an introduction to the PREPSHIELD project, a presentation of the modeling approach, and an open discussion with practitioners. The main goals were to:

  • Gather expert feedback on the model’s structure and assumptions

  • Identify empirical needs and priorities in real-world crisis management

  • Explore opportunities for continued collaboration between researchers and practitioners

Prior to the event, the PREPSHIELD team conducted a mock session with modeling experts from the Norms and Networks Cluster at the University of Groningen. This rehearsal helped refine the presentation and ensure that the workshop was accessible and engaging for participants without a technical background.

Valuable insights from practitioners

Feedback from VRG participants was highly positive. Experts expressed strong interest in the model’s ability to simulate social complexity in crisis scenarios and highlighted its value for exploring “what-if” situations. They described the approach as both powerful and engaging, emphasizing its potential to support evidence-based decision-making.

Bridging research and practice

This exchange marks an important milestone in PREPSHIELD’s mission to bridge academic research with operational practice, laying the groundwork for future collaboration between PREPSHIELD researchers and crisis management professsionals in Groningen.

By combining theoretical modeling with practical experience, the project aims to create tools that are realistic, relevant, and useful for those working on the front lines of crisis management.
